I am guessing that I should sand the male and female ends on my blank to square them up before wrapping the ferrule?

Did a search but could not bring anything up

They should already be square

They are kind of on a slight angle

Would taking some 220 grit to them to square them up be ok?

I will try and snap a pic when I get home later

Personally, I wouldn't touch them.  Is it your rod?  I could live with it, if it were me.  I wouldn't want to take a chance of messing up the fibers and resin.  Anyone else done anything like this before?  Result?
