No, spar is thinned with mineral spirits also sold as paint thinner.  I prefer naphtha, which dries a bit faster, and as a bit more specialized product tends, in my opinion, to be less likely to have contaminates.

You should have no difficulty putting a spar varnish over Krylon as long as the Krylon is well cured and scuffed as mentioned.  BUT, I'd choose a better spar varnish than the Minwax.  Any of the true marine spar varnishes--Epifanes Gloss,  Interlux Schooner, or Pettit Captains will be much more durable over the long term.
